Victim of child rapist Keith John Williams speaks out as parole hearing looms

A PAEDOPHILE who waged a "campaign of sexual tyranny" against his victims could soon be free to roam the streets.

Child rapist Keith John Williams, of Swadlincote, is eligible for parole in the summer.

One of his victims spoke out after being notified that Williams, who is being held in an open prison, could soon walk free after serving 14 years.

In 1999, Williams, who was the landlord of The Bear pub in Swadlincote, was found guilty on five charges of rape and two of indecent assaults against a child.

A judge gave him a total of five life sentences for his crimes.

The attacks took place in pubs run by Williams' parents in Hartshorne and Church Gresley between December 1979 and December 1985.

Williams enjoys up to four days out from prison per month, including one overnight stay, the victim claimed.

She said Williams already had "one step out of the door. He is more or less out."

It is understood Williams is subject to an exclusion zone which includes Tamworth, Coalville, Ripley, Ashbourne and Rugeley.

His victim said: "This is not a law-abiding citizen – this exclusion zone means nothing."

Williams' parole hearing will take place between June and August, it is thought.

His victim has been invited to make a victim impact statement at the hearing.

She said: "I have no rights to know what his response is. The only right I have is to know when he is released and when he has been on overnight stays."

A spokesman from the Parole Board said they could not comment on individual cases but confirmed Williams was eligible for parole and being held an open prison.

The spokesman said the Parole Board would make its decision on whether or not to release Williams based on reports from probation staff, prison staff, medical staff, and the victim's personal impact statement.

Williams will remain on license for the rest of his life.
